November 18, 2025 — The Harris County Housing Authority (HCHA) and Montgomery County Housing Authority have officially released the 2025–2026 Fair Market Rents and Payment Standards for the Housing Choice Voucher (Section 8) program. These new standards take effect for all new leases and recertifications starting January 1, 2026.

Can I charge more than the payment standard?
Yes — up to 110% of the payment standard without special approval (and higher with utility allowances).
When do the new standards apply?
All new move-ins and annual recertifications on or after January 1, 2026.
Do I have to accept Section 8?
No — it’s 100% voluntary in Texas. But with these new higher standards, most owners find it extremely profitable.
